City Adopts Interim Ordinance for Starter Home Projects - New Webpage and FAQ Now Available

The Campbell City Council has adopted an interim ordinance to implement Senate Bill 1123. This new law, building on 2023’s SB 684, allows for ministerial approval of “starter home projects”—small-scale housing developments of up to 10 units on eligible residential and mixed-use properties, including certain single-family parcels.

 To support applicants and streamline implementation, the City has launched a new webpage with detailed information about the ordinance, eligibility criteria, and development standards. The page also features a comprehensive Frequently Asked Questions (FAQ) section addressing key topics such as minimum density, subdivision requirements, exceptions, approval timelines, and application procedures.
