Update on the Draft CAAP

The Public Draft of the City of Campbell Climate Action and Adaptation Plan (CAAP) public review period closed on January 30, 2026.

What is a Climate Action and Adaptation Plan?

A Climate Action and Adaptation Plan (CAAP) is a detailed and strategic framework for measuring and mitigating greenhouse gas emissions and building resiliency to address the impacts of climate change. 

Mitigation refers to efforts to reduce or prevent emission of greenhouse gases, and can mean using clean and renewable energy sources, making equipment and appliances more energy efficient, changing individual behavior to reduce your carbon footprint, or planting trees to absorb more carbon dioxide from the atmosphere. 

Adaptation refers to adjusting to a changing climate as we have more severe storms, hotter temperatures, or longer droughts. By implementing adaptation measures along with mitigation measures, Campbell can help build resilience.

Campbell CAAP

The City is currently developing its first CAAP to set specific targets that align with statewide emissions reduction goals and help Campbell achieve carbon neutrality by 2045. The Public Draft CAAP will be available for review in December 2025. 

CAAP Community Advisory Committee

The City is dedicated to creating a planning process that is welcoming, equitable, and focused on the needs of all community members. As part of the planning process, a Community Advisory Committee has been set up to help shape a CAAP that reflects our diverse community. The Committee is representative of Campbell, and includes residents, workers, business owners, or other stakeholders that have an interest in the future of Campbell.
