East Campbell Avenue between Railway Avenue and Bascom Avenue

Description

This project will generate and update the existing Plan Line along East Campbell Avenue from Railway Avenue to Bascom Avenue. Based on the East Campbell Avenue Master Plan, the Plan Line will determine the street geometrics to include the type and width of lane lines within the street right-of-way and will serve to facilitate future developments along East Campbell Avenue with guidance on public improvement needs.

A draft plan line has been prepared and is under review.  Staff will be presenting the draft plan line to the Bicycle and Pedestrian Committee at their meeting on Thursday March 19, 2026.

A Community Outreach meeting has been tentatively set for Thursday April 23, 2026 at 6:00pm at the Campbell Community Center.  More details to come.

The intent of the East Campbell Avenue Master Plan is to tie historic Downtown Campbell to the Pruneyard office and shopping center, thereby creating a more connected, attractive, and functional corridor.  This plan addresses a number of priorities (such as on-street parking, pedestrian accommodations, and automobile efficiency) along East Campbell Avenue from Railway Avenue to Union Avenue that are competing for limited roadway space.  The plan provides a snapshot of the corridor’s future geometrics but does not provide a path from existing geometrics to the ultimate planned configuration.  The East Campbell Avenue Plan Line Project seeks to update and enhance this older conceptual design to a current multi-modal design with detailed geometric and right-of-way requirements and the path that will be used to transition from existing geometrics to the ultimate configuration as development applications continue to be submitted for review along this corridor.
