Our first Climate Action & Adaptation Plan is under development and we're simultaneously working on the Campbell Multimodal Transportation Plan to improve safety and accessibility in our transportation infrastructure network.

New Planning Project

Campbell Multimodal Transportation Plan

In May 2025 the City of Campbell began developing the City's first multimodal transportation plan. Funded by Caltrans, this plan is intended to improve mobility for everyone, creating a roadmap for investments over the next 5-10 years to make getting around Campbell easier and safer. 


This will be a two-year planning process, with the first phase focused on understanding the current conditions of our transportation network, barriers, and concerns. The second phase of the project will involve project and program recommendations. The plan will be completed by summer 2027.

Climate Action Update

Draft Plan Now Available 

On December 18, the City released the public draft CAAP for review. The plan is open for public comment through January 30, 2026. Comments can be emailed directly to tiffanyh@campbellca.gov.

New Ordinance

Zero NOStandards

In September 2024 the City of Campbell adopted an Air Quality Ordinance that prohibits NOx emissions from appliances and equipment in new residential and commercial buildings and substantial rebuilds using parts of existing buildings. This ordinance went into effect on October 3, 2024

 

The ordinance covers appliances and equipment for space heating and cooling, water heating, indoor and outdoor cooking, and clothes drying. Limited exemptions are included for commercial cooking, gas-dependent processes (like a kiln at a pottery studio), and emergency equipment. Outdoor space heating or cooking using small propane tanks is also exempt.

Climate Action and Adaptation Plan

Results of the GHG Inventory

In August 2024 the City of Campbell completed its greenhouse gas emissions inventory as part of the CAAP. Following the Community Protocol set by ICLEI, the City measured emissions from energy used in buildings, transportation, waster treatment and delivery, and solid waste. 

Along with emissions from 2022, the inventory projects emissions through 2045 and estimates how much the Campbell community will need to reduce emissions by 2045 in order to meet the State's goals.
