Stephen’s primary focus is providing professional planning and permitting services and is particularly experienced in the preparation of specific plans, ordinances, design guidelines, and CEQA compliance documentation. With a background in both public and private sector planning, Stephen has been responsible for processing and presenting on a wide array of projects. In Campbell, Stephen was the project planner for the 2040 General Plan, 2023-2031 Housing Element, and has worked on a number of significant projects including a 157-unit transit-oriented development (Residences at Railway - 300 Railway Avenue), a 170,000 square foot office building (Creekside@17 - 675 Creekside Way), and the renovation of the Water Tower Plaza (300 Orchard City Drive) which received recognition from the City's Historic Preservation Board. Stephen also prepared the City's Multi-Family Development and Design Standards, Wireless Ordinance and Design Guidelines, served as the staff liaison for the 2020 Census Update, and aided in the implementation of the City's online permit software (MyGovernmentOnline).  Stephen also serves as the City's Housing Program Coordinator. While from the Bay Area, he has worked on planning projects in San Diego, Imperial, Riverside, San Bernardino, Sonoma, and Santa Clara County. Stephen is a graduate of California Polytechnic University, San Luis Obispo with his B.S. in City and Regional Planning.
