Plan For Housing Adoption Update

Campbell's Plan For Housing. April 18 adoption update.

The City of Campbell has reached a significant milestone in its effort to address the need for adequate and affordable housing in the city. On April 18th, the City Council unanimously adopted the 6th Cycle Housing Element entitled "Campbell's Plan for Housing", an updated General Plan, and Multifamily Design Standards. 

Campbell’s Plan for Housing outlines the City's strategy to meet the state-mandated requirements for affordable housing. The State Department of Housing and Community Development had given notice to the City that it would certify the proposed Element upon adoption, recognizing Campbell as the first city in Santa Clara County and the 14th city in the San Francisco Bay area (comprising 9 counties) to adopt a certified 6th Cycle Housing Element. 

Mayor Anne Bybee expressed her appreciation for the collaborative effort behind the development of the Housing Element and General Plan, saying “I commend our city staff for their hard work in developing and presenting Campbell’s Housing Element, General Plan, Zoning Map and Objective Standards that were unanimously adopted by the Council. This has been an ongoing process, involving the City Council, City staff, housing consultants, various stakeholders, and guided by extensive community outreach."

The Housing Element provides a comprehensive plan for the development of over 5,000 new residences in the city, with an emphasis on providing affordable housing. The plan identifies several affordable housing programs that the city plans on implementing, including the improvement of inclusionary housing requirements, the use of city lands for affordable housing, and the pursuit of a motel conversion project, among other initiatives to address homelessness.

The adoption of the Housing Element was part of a seven-year process that included an update to the City's General Plan and the adoption of new design standards for multifamily residential development, aimed at standardizing and streamlining the development review process for housing projects. The adoption of these plans and standards underscores the City of Campbell's commitment to promoting sustainable growth and addressing the housing crisis in the region.
